【緊固件工業(yè)網(wǎng)】當?shù)貢r間5月15日，南非國際貿(mào)易管理委員會發(fā)布立案公告，對全球進口鋼鐵制六角螺栓發(fā)起保護措施調(diào)查。起訴方是南非鋼鐵協(xié)會（South African Iron and Steel Institute）。涉案產(chǎn)品的南非海關(guān)編碼為73181543。利益相關(guān)方可于本公告發(fā)布之日起20日內(nèi)（6月4日之前）提交相關(guān)信息和評論。
本案為南非第三次對全球緊固件產(chǎn)品發(fā)起進口保護措施調(diào)查，另外兩次分別為：
2019年3月1日，南非對全球鋼鐵螺紋緊固件發(fā)起進口保護措施調(diào)查，涉案產(chǎn)品的南非海關(guān)編碼為73181541、73181542和73181630。對涉案產(chǎn)品以從價稅形式實施為期三年的保護措施，具體如下：第一年為54.04%，第二年為52.04%，第三年為50.04%。
On May 15 the South African International Trade Administration Commission announced to initiate a safeguard measure investigation against imported steel and iron hexagonal bolts. The application was lodged by South African Iron and Steel Institute. The HS code involved within the investigation is 73181543. All parties involved can submit related information and comments within 20 days after this announcement (by June 4).
This is the third safeguard measure investigation launched by South Africa on certain steel and iron fasteners. The previous two investigations were:
(1) Investigation on hexagonal steel screws initiated on April 20, 2018. The HS code involved was 73181539. The products involved were charged an ad valorem tax for a period of 3 years as a safeguard measure. The tax rate was 50.54% for the first year, 48.01% for the second year, and 45.61% for the third year.
(2) Investigation on steel threaded fasteners initiated on March 1, 2019. The HS codes involved were 73181541, 73181542, and 73181630. The products involved were charged an ad valorem tax for a period of 3 years as a safeguard measure. The tax rate was 54.04% for the first year, 52.04% for the second year, and 50.04% for the third year.
